The arrears in payment of welfare and other pensions came to about 2000 crores. The bills pending payment to contractors amounted to Rs. 3000 crores.

Mr. Vijayan announced that the government would fulfil the promise to set up a State Civil Service Cadre. Administration would be decentralised effectively.  All petitions would be responded to in 30 days.

He said that the government proposed to solve the Mullaperiyar issue through talks.

He had asked her about her expenses by way of air fare. That would not amount to misbehaviour, he said.
